Ebrahim Pourfaraj, then head of the Iranian Tour Operators Association, was quoted in Iranian media as saying that, excluding religious tourism, Europeans ranked first among visitors to Iran. Germany, Italy and France were among the prominent source markets mentioned at the time.
These statements are useful as a historical indicator rather than a current ranking. Tourism flows can change quickly in response to visa rules, transport links, political developments and travel advisories.
Iran’s tourism ambitions in 2016
Officials were also promoting ambitious long-term growth targets for inbound tourism. Reports from the period frequently cited a goal of attracting 20 million international visitors annually by 2025. That figure was a policy target, not a confirmed forecast or a measure of later arrivals.
